Job Description: Employee of the Recovery Support Unit at the Ministry of Culture and Information Policy of Ukraine

Mission and Objectives:
Russia’s full-scale invasion of Ukraine has deeply impacted resources and funding for the cultural sector. Since the beginning of Russia's invasion, cultural institutions, art education establishments, and cultural heritage sites in Ukraine have been daily destroyed or damaged. Over 1,000 archaeological, historical, and art monuments and more than 2,000 cultural infrastructures (libraries, museums, theaters, clubs, and educational institutions) have been damaged or completely destroyed. The surviving properties remain under daily threat of bombing and destruction.
The Recovery Support Unit at the Ministry of Culture and Information Policy of Ukraine will provide expert-analytical support, strategic guidance and project coordination for the development of models for the restoration and reconstruction of destroyed cultural heritage and infrastructures in Ukraine. This will promote the complete and systematic modernization and transformation of the cultural sector to ensure the provision of cultural services to the Ukrainian population, in line with international highest standards and their fulfillment, including UNESCO conventions.
In line with international standards (in particular UNESCO Conventions and Recommendations), the Recovery Support Unit will help to develop the most appropriate operational approach to ensure that culture is mainstreamed into recovery plans, that actions are coordinated among different stakeholders, that relevant data are systematically collected and processed, that funding opportunities for local interventions can be identified in the spirit of decentralization, and that appropriate mechanisms are put in place for this purpose.
Additionally, the Recovery Support Unit will ensure the development of regulatory frameworks for national legislation on the restoration of cultural heritage and infrastructure, the digital transformation, the development and launch of registries; and lead projects on the development of comprehensive models for institutional and infrastructural recovery of cultural institutions.
Task Description
In collaboration with the Ministry of Culture and Information Policy of Ukraine, the Communications Manager works on highlighting information regarding the consequences of the Russian invasion, the needs for the restoration of cultural heritage, cultural institutions and infrastructures, as well as the activities of the Unit of Restoration Support.
Job Responsibilities (non-exhaustive list):
1. Develop, plan, and implement communication strategies (internal and external) for the restoration of the cultural sector.
2. Highlight the consequences of Russian aggression, particularly in the field of cultural heritage, and illustrate the effective activities of the Recovery Support Unit.
3. Collaborate with the heads of the Ministry's structural units on all cross-cutting issues related to the Unit 's activities.
4. Conduct regular monitoring of the activities of public, charitable, and international organizations in terms of potential partnership and development of the Recovery Support Unit.
5. Provide regular analytics and suggestions for improving the Ministry's internal and external communication strategies with stakeholders regarding the restoration of the cultural sector.
6. Develop informational and communication materials.
7. Interact with donor representatives to coordinate information and communication activities regarding the restoration of cultural heritage and infrastructure objects.
8. Collaborate with the Ministry's team and media to develop and disseminate effective communication messages on the restoration and development of the cultural sector.
9. Conduct missions within Ukraine, based on a workplan agree with the Head of the Recovery Support Unit.
Candidate Requirements:
1. Ukrainian citizenship.
2. Individual entrepreneur with the appropriate type of entrepreneurial activity.
3. Fluent in Ukrainian and English.
4. Higher education (minimum master's degree), preferably in Journalism, Public Communications and Public Relations, Public Administration, Linguistics, Management and Administration, Sociology, Political Science, International Relations, Public Communications and Regional Studies, or related fields.
5. Understanding of civil service legislation and legislation in the field of cultural heritage protection.
6. Excellent communication skills and the ability to compile and format reports.
7. Ability to work under stress, adapt to changes, attention to detail, and result-oriented.
8. Relevant work experience – at least 3 years.
