The National Commission on securities and the stock market began a competitive selection of specialists in the direction- ensuring the development of funded pension provision to an external Project Office with the support of the reform of the financial sector that is created within the framework of international technical assistance to the EBRD.
Key tasks and duties:
- Support for the introduction of a funded pension provision;
- Simplify complex projects within the framework of the reform of the financial sector and achieve defined deliverable at all stages of project execution, coordination of a large number of stakeholders, regulators and other organizations;
- Coordination and promotion of the development of amendments to the legislation/normative acts within the framework of the corresponding complex projects;
- Enhancing the culture project management controller financial market;
- Presentations at meetings of the target team of reforms of the financial sector and specialised committees, round tables, conferences and other relevant events on key strategic issues, processes of reform, etc.
- Concept development and road maps for relevant complex projects, ensuring the coordination of events and deadlines with an integrated program of development of the financial sector to 2020;
Special tasks:
- Self-assessment on compliance with the principles of the IOPS;
- Preparation of the plan of implementation of the missing principles in the laws and
by-laws. Work with departments for the implementation of SECURITIES, as well as writing the texts for the legislation. - The definition of the list of European directives and regulations on pension funds (PF), as well as oversight of the PENSION FUND by the regulator. The formation of proposals for implementation into Ukrainian legislation. Basic translation in English of the basic documents.
- Participate in working meetings and meetings with the introduction of the 2nd level of pension provision.
- Coordination with donors on the implementation of the 2nd level of pension provision.
- Preparation of presentations and other materials for the implementation of the 2nd level of pension provision.
- The study of the international experience concerning the implementation of the various pension systems for level 2.
General requirements to the candidates:
- Preferably more than 7 years of professional experience (or practicing) in the financial services sector (minimum 5 years);
- 5 + years experience managing changes/reorganisation/transformation activities of teams in a dynamic environment on the position of the leader, management or strategic planning in the private or public sector;
- Validated knowledge and professional experience in project management;
- Understanding of the reform and development of State policy;
- Fluency in spoken and written English and Ukrainian languages;
- Strong analytical skills with the ability to interpret complex legal and financial information;
- Strategic thinking and problem solving skills;
- The ability to prìoritezuvati the task to be samoorganìzovanim and efficiently manage resources;
- Excellent communication and presentation skills, interpersonal and intercultural skills;
- Focus on results and quality, ability to work in a team with a high level of responsibility and proactiveness.
The work of the external Project Office will last one year with the possibility of extension in the event of the achievement of the planned objectives and the effectiveness of the team.
Please note that employment in the external Project Office of EBRD financing takes place on the basis of Public Union Foundation support for reform in Ukraine ", mandatory requirements are:
– the need to design a PRIVATE ENTREPRENEUR applicants for positions;
– the conclusion of annual contracts with the candidates (with possibility of extension).
