The Non-governmental Union “Foundation for Support of Reforms in Ukraine” (hereinafter referred to as the “NGU “FSRU”) announces a competition for the position of an export development expert within the framework of the project “TIPSTER: Trade, Intellectual Property Support and Technical Regulation”.
The TIPSTER project is being implemented by the NGU “FSRU” with the financial support of the German government within the framework of the international cooperation project ReACT4UA (“Application and Implementation of the EU-Ukraine Association Agreement in the field of trade”), implemented by the German federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The project is aimed at increasing the competitiveness and sustainability of Ukrainian small and medium-sized enterprises, especially in view of EU accession.
Scope of services and tasks of the export development expert:
1. Review of relevant analytical materials on export development in Ukraine prepared during 2023-2024 within the framework of the TIPSTER project, other projects supported by GIZ, UNDP, USAID, etc., as well as available analytics that can be used in developing Ukraine's Export Strategy.
2. Ensure coordination of the process of forming and operating a working group to develop the draft Export Strategy of Ukraine, consisting of representatives of key stakeholders, including the Ministry of Economy of Ukraine, other ministries and agencies, CCI, export support institutions, industry associations, export-oriented enterprises, academic experts, and other stakeholders.
3. Ensure coordination of the activities of service providers for the development of the Export Strategy, which analyse and prepare an analytical report on the macroeconomic situation and export potential of Ukraine in 2016-2023 with relevant conclusions and recommendations, as well as the results of comparative analysis with other countries.
4. Ensure coordination of the process of verification of data, proposed hypotheses and recommendations prepared by the service providers for the development of the Export Strategy and determine the list of consultations, surveys, in-depth interviews, etc. necessary for verification with representatives of the business community, industry associations, as well as with independent subject matter experts and/or using existing research.
5. Coordination of the preparation of the draft Export Strategy of Ukraine in accordance with the requirements of the Resolution of the Cabinet of Ministers of Ukraine ‘On Approval of the Regulations of the Cabinet of Ministers of Ukraine’ of 18 July 2007 No. 950 on the preparation of strategic documents
6. Ensure coordination of the preparation of a draft action plan for the period 2025-2027 for the implementation of the Export Strategy of Ukraine.
7. Ensure coordination of the process of organising, conducting and reporting on at least three (3) public discussions of the draft Export Strategy of Ukraine and the Action Plan to obtain feedback from a wider group of stakeholders, including business, industry associations, civil society and regional and local authorities.
8. Organization and coordination of research on export, trade and business development within the project.
9. Organization and coordination of round tables, forums and other events within the project.
10. Ensuring the process of covering the development of the Export Strategy of Ukraine on the relevant information resources of the TIPSTER Project.
11. Participation in meetings, conferences and other events related to the project activities.
12. Participation in the preparation of current and final reports on project activities.
Qualification requirements:
- higher education in economics and/or public administration;
- high level of analytical and communication skills;
- fluency in Ukrainian and English;
- at least 5 years of professional experience in the field of export;
- experience in performing similar tasks;
- experience in EU-funded projects or similar projects will be an advantage.
