Mission and Objectives
Russia’s full-scale invasion of Ukraine has deeply impacted resources and funding for the cultural sector. Since the beginning of Russia’s invasion, cultural institutions, art education establishments, and cultural heritage sites in Ukraine have been daily destroyed or damaged. Over 1,000 archaeological, historical, and art monuments and more than 2,000 cultural infrastructure objects (libraries, museums, theaters, clubs, and educational institutions) have been damaged or completely destroyed. The surviving sites remain under daily threat of bombing and destruction. The Recovery Support Unit at the Ministry of Culture and Strategic Communications of Ukraine will provide expert-analytical support, strategic guidance and project coordination for the development of models for the restoration and reconstruction of destroyed cultural heritage and infrastructures in Ukraine. This will promote the complete and systematic modernization and transformation of the cultural sector to ensure the provision of cultural services to the Ukrainian population, in line with international highest standards and their fulfillment, including UNESCO conventions. In line with international standards (in particular UNESCO Conventions and Recommendations), the Recovery Support Unit will help to develop the most appropriate operational approach to ensure that culture is mainstreamed into recovery plans, that actions are coordinated among different stakeholders, that relevant data are systematically collected and processed, that funding opportunities for local interventions can be identified in the spirit of decentralization, and that appropriate mechanisms are put in place for this purpose.
Additionally, the Recovery Support Unit will ensure the development of regulatory frameworks for national legislation on the restoration of cultural heritage and infrastructure, the digital transformation, the development and launch of registries; and lead projects on the development of comprehensive models for institutional and infrastructural recovery of cultural institutions.
Task Description
In collaboration with the Ministry of Culture and Strategic Communications of Ukraine, the the Donor Relations Coordinator works on establishing and maintaining relationships with donors, providing strategic advice, and facilitating the implementation of projects aimed at the restoration of cultural infrastructure and cultural heritage.
Job Responsibilities (non-exhaustive list):
- Develop and maintain strong relationships with current and potential donors, including government agencies, international organisations, private sector partners, philanthropic foundations, etc. that support cultural and information-related initiatives.
- Develop and implement a comprehensive donor engagement and fundraising strategy for the Ministry of Culture and Strategic Communications.
- Identify potential funding sources and develop tailored proposals that align with the Ministry of Culture and Strategic Communications objectives.
- Monitor funding trends and opportunities in the culture and information sectors, and proactively seek out new funding avenues.
- Organise regular donor meetings, site visits, and cultural events to foster strong connections between the Ministry of Culture and Strategic Communications y and its supporters.
- Prepare and deliver presentations, reports, and proposals to donors to secure new funding opportunities.
- Build partnerships with foreign cultural institutions, embassies, and NGOs to promote cross-cultural exchange programs and information dissemination projects.
- Contribute to and take part in executing initiatives aimed at offering optimal support to beneficiaries.
- Advocate for the importance of cultural preservation and information accessibility in conversations with donors, stakeholders, and the broader community.
- Raise awareness about the challenges facing cultural heritage and information sectors and mobilize resources to address these issues.
- Maintain detailed records of donor contributions and interactions focusing on cultural and information projects.
- Research and prepare proposals for grants and funding opportunities that support cultural and informational projects, such as art exhibitions, historical archives, educational programs, and public information campaigns.
Candidate Requirements:
1. Ukrainian citizenship.
2. Individual entrepreneur with the appropriate type of entrepreneurial activity.
3. Fluent in Ukrainian and English. Proficiency in any additional European language is required (please specify your proficiency level). Additional international certifications are a plus.
4. 3-5 years of experience in donor relations, fundraising, or a related field within the nonprofit sector.
5. Experience in collaborating with international organisations, donors, and foreign partners. Proven track record of successful donor engagement and management.
6. A master's degree in a relevant field such as Communications, Public Relations, Business Administration, or International Relations is required.
8. Excellent project management and organisational skills with attention to detail.
9. Strong communication and interpersonal skills with the ability to build and maintain relationships with donors, stakeholders and team members in a diverse cultural and socially sensitive environment.
10. Willingness to travel as required for donor meetings and events.
11. Ability to work under stressful conditions and tight deadlines, adapt to changes, and attention to detail to achieve accurate and reliable results.
