NON-GOVERNMENTAL UNION «FOUNDATION FOR SUPPORT OF REFORMS IN UKRAINE» (NGU «FSRU») IS LOOKING FOR A PROCUREMENT EXPERT TO THE TEAM OF EXPERTS WITHIN THE PROJECT «EXPERT SUPPORT OF THE TRANSFORMATION OF THE MINISTRY OF DEFENCE, ARMED FORCES OF UKRAINE AND UKRAINIAN DEFENCE SECTOR».
The activities of the project team of experts affect a wide range of Ukraine's aspirations to reform the security and defence sector of Ukraine, supporting the institution of greater transparency, competitiveness and accountability in the entire sector through legislative changes and practical recommendations for reforms in accordance with Euro-Atlantic and modern principles and practices.
Within the Project, the FSRU is looking for a Procurement expert.
Scope of services:

assistance in building a professional procurement function in military units and structural divisions of the Ministry of Defenсe;
-
evaluation of the effectiveness of procurement of military units, provision of recommendations for improvement of procurement processes, consulting support at the stage of implementation of changes;
-
provision of individual and general consultations on the practice of applying legislation in the field of defenсe and public procurement;
-
preparing periodic reviews of the latest changes in the legislation on defenсe and public procurement, providing consultations and recommendations on their implementation in procurement practice;
-
analysis of regulatory and legal acts and participation in the development of proposals for them;
-
participation in the development of drafts of regulatory and legal acts in the field of defence procurement;
-
support of the Ministry of Defence (and other departments in the security and defence sector upon request) in the development of internal regulations, procurement methodology, standard documents stipulated by the Law on Defence Procurement, the Law on Public Procurement and other Regulatory and Legal Acts;

analytical studies of security and defence procurement procedures;
-
development of training programs and educational materials for security and defence procurement officers. Participation in round tables and other events that promote defence procurement reform and transparency.
Preferred Qualifications and Skills:

Higher education in economics or management;
-
At least 3 years of proven experience in public or commercial procurement;

knowledge of legislation in the field of public procurement;
-
ability to work with electronic procurement systems;
-
high communication and negotiation skills willingness to participate in the project of changes at the Ministry of Defence of Ukraine;
-
Familiarity with the public and defence procurement reform in Ukraine.
Contract duration: 1 year
For contracting, a candidate should be able to register Private Entrepreneur of the 3d group.
