The NGO «Foundation for Support of Reforms in Ukraine» announces a competition for the position of International expert in the field of technical regulation for the «TIPSTER: Trade, Intellectual Property Support and Technical Regulation» program (hereinafter – Project).
The project is being implemented by the NGO «Foundation for Support of Reforms in Ukraine» within the international cooperation project ReACT4UA (“Utilization and Implementation of the Association Agreement between the EU and Ukraine in the field of trade”), that is financed by the German Government and implemented by the German federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
The objective of the Project is to assist Ukrainian SMEs to improve their potential for exporting goods and services by elaboration of national export policy in close cooperation with the Ministry of Economy of Ukraine and other governmental and non-governmental organizations to boost Ukrainian export and strengthen the competitiveness of small and medium-sized enterprises in foreign markets.
Qualifications of Expert
- Education/training: University qualification in Economics, Law or similar
- Knowledge of International/European and Ukrainian legislation in the field of technical regulation (standartisation, conformity assessment, metrology, accreditation and market surveillance)
- Special knowledge in the sphere of functioning of Quality Infrastructure bodies and institutions in the EU and Ukraine, such as the National Standardisation Agency of Ukraine, the National Accreditation Agency of Ukraine, conformity assessment organizations, calibration laboratories, other public and private institutions
- Language: business fluency in English and Ukrainian with active professional vocabulary in the field of technical regulation
- General professional experience: at least 10 years of experience in the policy formulation and implementation in technical regulation sphere (e.g. standardization, conformity assessment, metrology)
- Special professional experience in international negotiation processes, e.g. participation to committees of TBT WTO or other meetings/dialogues between trade partners at governmental level or negotiations with international/regional organisations in the field of QI ( ISO, CEN/CENELEC, ETSI, OIML, BIPM, etc.)
- Regional experience: Ukraine, but experience in other European countries would be an advantage

In addition to their specialist qualifications, the following qualifications are required of Expert:

Special requirement to Expert: Readiness to work in Ukraine on request of the Ministry of Economy of Ukraine.
Scope of work:
Experts advice and support to the Technical Regulation Department of the MoE in:
- development of strategic documents of Ukraine, such as the action plan/strategy for the restoration of the QI of Ukraine in the war and post-war period, the plan for the restoration of traceability of Ukraine's standards, the implementation plan of the Concept of the reform of the QA, the strategy for the development of the standardisation of Ukraine, the roadmap for the international technical assistance, etc.
- preparation for the negotiation and working dialogue with International and European organizations on full membership of Ukraine in CEN/CENELEC, EVROMET, etc
- preparation to the negotiation process of concluding the ACAA Agreement (meetings with European experts on preliminary and basic assessment of Ukraine's readiness to work according to EU norms and rules)
- expert advice on overcoming TBT with trade partners of Ukraine, entry of Ukrainian producers into the European and international markets, Ukraine's entry into the EU Single Market on a balanced principle and the formation of a Green Economy,
- experts’ contribution to awareness raising events with stakeholders including SMEs, e.g. webinars, forums, conferences initiated by the MoE
- other relevant experts support on request of the MoE in the field of technical regulation and removal of technical barriers in trade
