Job Description: Head of the Recovery Support Unit at the Ministry of Culture and Information Policy of Ukraine

Mission and Objectives
Russia’s full-scale invasion of Ukraine has deeply impacted resources and funding for the cultural sector. Since the beginning of Russia's invasion, cultural institutions, art education establishments, and cultural heritage sites in Ukraine have been daily destroyed or damaged. Over 1,000 archaeological, historical, and art monuments and more than 2,000 cultural infrastructure objects (libraries, museums, theaters, clubs, and educational institutions) have been damaged or completely destroyed. The surviving properties remain under daily threat of bombing and destruction.
The Recovery Support Unit at the Ministry of Culture and Information Policy of Ukraine will provide expert-analytical support, strategic guidance and project coordination for the development of models for the restoration and reconstruction of destroyed cultural heritage and infrastructures in Ukraine. This will promote the complete and systematic modernization and transformation of the cultural sector to ensure the provision of cultural services to the Ukrainian population, in line with international highest standards and their fulfillment, including UNESCO conventions.
In line with international standards (in particular UNESCO Conventions and Recommendations), the Recovery Support Unit will help to develop the most appropriate operational approach to ensure that culture is mainstreamed into recovery plans, that actions are coordinated among different stakeholders, that relevant data are systematically collected and processed, that funding opportunities for local interventions can be identified in the spirit of decentralisation, and that appropriate mechanisms are put in place for this purpose.
Additionally, the Recovery Support Unit will ensure the development of regulatory frameworks for national legislation on the restoration of cultural heritage and infrastructure, the digital transformation, the development and launch of registries; and lead projects on the development of comprehensive models for institutional and infrastructural recovery of cultural institutions.

Task Description
In collaboration with the Ministry of Culture and Information Policy of Ukraine, the Head of the Recovery Support Unit works on providing strategic advice and implementing projects for the restoration of cultural infrastructure and cultural heritage.

Job Responsibilities (non-exhaustive list):
1.    Lead and manage the Recovery Support Unit team.
2.    Ensure effective planning and quality implementation of the  Unit’s activities and ensures coherence of the  Unit's set objectives with the proposed/implemented activities and plans.
3.    Work with donors and international financial organizations; coordinate communications and collaboration with international partners (high-level platforms), humanitarian programs, clusters, and initiatives implemented at all levels of state administration.
4.    Collaborate with heads of structural units of the Ministry of Culture and Information Policy, subordinate institutions, and other central executive bodies (including the Ministry of Communities, Territories, and Infrastructure Development of Ukraine and the State Agency for Restoration and Infrastructure Development of Ukraine) on all cross-cutting issues related to the activities of the Recovery Support  Unit.
5.    Manage the project portfolio, ensuring control over the planning, development, and implementation of projects for the restoration of cultural institutions and cultural heritage objects.
6.    Oversee the development of project tools, plans, and budgets for funding.
7.    Analyze potential recovery projects and provide recommendations to the Ministry of Culture and Information Policy regarding such projects (conservation) of cultural heritage and cultural infrastructure objects, including potential risks and issues in implementing such projects, evaluating project effectiveness, and providing recommendations for improving recovery processes.
8.    Conduct analytics and reporting on project implementation.
9.    Develop a vision for cultural property, ensuring the creation of a conceptual model of modern cultural institutions "Revived Ukrainian Culture" through practical modeling at pilot cultural institutions.
10.    Support the Ministry of Culture and Information Policy to integrate and provide technical assistance for the achievement of the Sustainable Development Goals (SDGs) in Ukraine through a variety of measures (i.e. data collecting, processing and management; policy-making; capacity-building), including the adoption of the 2030 Culture Indicators, the establishment of regular, informed mechanisms for data collection on SDG targets and indicators, making culture visible in national and international reports (e.g. VNR, etc.) and plans;
11.    Support the Ministry of Culture ad Information Policy in co-chairing the thematic working groups established in the framework of the development of the Action Plan for Culture in Ukraine (updated June 2024), jointly convened by the Ministry of Culture and Information Policy and UNESCO.
12.    Report to the Ministry of Culture and Information Policy and UNESCO on the results of the Recovery Support  Unit 's work (monthly by the 5th).
13.    Collaborate with the Ministry of Culture and Information Policy team and media to develop and disseminate effective communication messages regarding the restoration and development of the cultural sector.
14.    Travel on official missions within Ukraine to implement the project objectives, based on an agreed missions’ plan.

Candidate Requirements:
1.    Ukrainian citizenship.
2.    Individual entrepreneur with the appropriate type of entrepreneurial activity.
3.    Fluent in Ukrainian and English.
4.    Relevant work experience - at least 5 years.
5.    Experience in implementing projects in the cultural sector and collaborating with international organizations, donors, and foreign partners.
6.    Desired education: project or cultural management in the fields of architecture, art history, museology, or related specialties, and knowledge of legislation in these areas.
7.    Excellent communication skills, ability to effectively communicate with stakeholders and team members in a diverse cultural and socially sensitive environment.
8.    Project management experience: skills in planning, organizing, and coordinating the management of complex projects (planning, goal setting, reporting, etc.).
9.    Ability to work under stressful conditions and tight deadlines, adapt to changes, and attention to detail to achieve accurate and reliable results.
