A competition has been announced for the position of  National expert on quality infrastructure in the field of technical regulation

 

I. Background information 

The Non-Governmental Union «Foundation for Support of Reforms in Ukraine» announces a competition for the position of  National expert on quality infrastructure in the field of technical regulation  for the «TIPSTER: Trade, Intellectual Property Support, and Technical Regulation» program (hereinafter – Project). 

The project is being implemented by the Non-Governmental Union Foundation for Support of Reforms in Ukraine within the international cooperation project ReACT4UA (“Utilization and Implementation of the Association Agreement between the EU and Ukraine in the field of trade”), which is financed by the German Government and implemented by the German federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.    

The objective of the project TIPSTER: “Trade, Intellectual Properties Support, and Technical Regulation” (hereinafter referred to as ‘Project’) is to strengthen institutional and regulatory framework conditions that will improve the competitive environment for business and service providers and develop their export potential by developing elaborated export policies and favorable policies for trade environment for business and service providers and develop their export potential. The Project aims to help Ukrainian manufacturers and businesses improve their capacities to export goods and services by developing elaborated export policies and favorable policies for trade promotion and strengthening the competitiveness of SMEs. 

Ukraine continues its integration into the European Union. One of the strategic goals of AA/DCFTA is the conclusion between the EU and Ukraine of the Agreement on conformity assessment and acceptance of industrial products (ACAA). For this purpose, the EU Side assessed the compliance of sectors related to technical barriers to trade of AA/DCFTA with EU requirements. In a result, recommendations were provided for further Ukraine’s policy development and the conclusion of ACAA. 

In June 2023, the leaders of 27 EU member states decided to grant Ukraine the status of a candidate for EU membership. The next step, which requires careful preparation by the Parties, is the opening of the negotiation process regarding the conclusion of an Agreement on Ukraine's accession to the EU. Ukraine has already started internal preparations for this process, which covers a preliminary analysis of the compliance of Ukrainian legislation with EU law, the creation of working groups to analyze achievements and challenges given EU accession, the preparation of a new program for European integration and the bringing of Ukrainian legislation to EU requirements, which will cover not only the obligations stipulated by the AA/DCFTA but also those elements of EU law that are required for Ukraine's accession to the EU. 

II. Main objective of the assignment 

The main goal of this task is to provide expert support to the Ministry of Economy of Ukraine and other state bodies in further communication between the authorities and business regarding ACAA and EU accession, defining strategic guidelines for further policy development and bringing Ukrainian legislation into line with EU legislation and the recommendations of the ACAA mission in the sectors , related to technical barriers to trade. 

III. Scope of Works and Expert Assignment 

The Сontractor, with the approval of the Ministry of Economy (Department of Technical Regulation) and, if necessary, structural units of other state authorities, provides the following services: 

– monitoring the implementation of Ukraine's strategic documents, such as the action plan/strategy for restoring Ukraine's quality infrastructure in the war and post-war period; 

– providing support in preparing news for posting on techreg.in.ua and promoting the Communication Platform in social networks; 

– expert support of the Ministry of Economy in developing a strategy for the development of the Communication Platform on Technical Regulation in Ukraine techreg.in.ua; 

– improvement of the public-private dialogue between public authorities, private and public organizations, as well as business and SME support organizations in the field of technical regulation, for example, webinars, forums, conferences; 

– support for the organization of seminars with the aim of sharing international experience, best practices and innovative solutions; 

- other appropriate expert support at the request of the Ministry of Economy in the field of technical regulation and elimination of technical barriers to trade. 

 IV. Competencies 

• Excellent written, verbal and interpersonal communication skills with analytical skills and the ability to synthesize input and relevant conclusions 

• Knowledge of industry legislation, as well as issues of government organization; 

• Knowledge of the basics of PR and marketing (for building communication campaigns); 

• Computer literacy and mastery of normative design techniques. 

• Excellent knowledge of the Ukrainian language, working level of English 

V. Qualification and experience requirements 

Education: Master's degree or equivalent in law or international law, specialization in EU law preferred. 

Experience: 

– Knowledge of international/European and Ukrainian legislation in the field of technical regulation (standardization, conformity assessment, metrology, accreditation and market surveillance). 

– Special knowledge in the field of quality infrastructure functioning 

– Language: business knowledge of English and Ukrainian languages with an active professional vocabulary in the field of technical regulation. 

– General professional experience: at least 10 years of GR experience, as well as advocacy skills and competencies in the field of policy formation and implementation of public-private dialogue. 

– Experience: working with/in the parliament/government/ministries, monitoring the implementation of strategic documents of Ukraine, understanding the existing Ukrainian business ecosystem and communication/establishing ties with national business support organizations and industry business associations, as well as innovations related to quality infrastructure issues.
