Closed. 20.09.2017 - TERMS OF REFERENCE. Project Management Office for Financial Sector Reform – Senior Project Manager

The National Bank of Ukraine (NBU) has approached the European Bank for Reconstruction and Development (the ‘EBRD’ or the ‘Bank’), as an institution with a mandate to support broad policy and institutional reforms in the transition region, with a request to provide technical assistance in support of the reform and development of Ukraine’s financial system, in particular by financing a Project Management Office responsible for financial sector reform (FSR PMO) at the NBU.

The NBU FSR PMO will be composed of 12 full-time consultants. Currently, we are looking for Senior Project Manager (Project Management Office for Financial Sector Reform).

Main Duties and Responsibilities

  • Facilitate complex project on consumers of financial services and investors rights protection, in particular by means of creating new instruments, along defined deliverables on all stages, coordinating a great number of stakeholders, regulators and various organizations;
  • Develop concepts and  roadmaps for the relevant complex project, ensuring consistency with Program measures and deadlines and covering the most priority task:
  1. Initiate setting up of the Financial Ombudsman Office with the functions of out-of-court disputes resolution between financial institutions and their clients-physical persons;
  2. Establish mechanisms for consumer rights protection in the provision of digital financial and quasi-financial services (including P2P and P2B lending, FOREX operations etc.) as well as in the provision of mortgage lending;
  3. Create a compensation scheme for deposit protection of investors and other consumers of non-banking financial services;
  • Coordinate and facilitate the development of appropriate changes to the legislation of Ukraine within the framework of the complex project, and the process of drafting, refining and implementation of new regulations involving all stakeholders into this process;
  • Run adequate monitoring, estimation and reporting of the relevant complex project and provide it to all stakeholders, including enhanced transparency of the financial sector reform effort;
  • Ensure consistency with Program deadlines and proper escalation of the problem issues to the top management when necessary;
  • Ensure project management approaches are applied throughout all stages of project’s implementation;
  • Strengthen project management culture within financial market regulators;
  • Hold presentations at Task Force Team meetings, Committees, round tables, conferences and other relevant events on key strategic issues, reform processes and challenges in the process of change;
  • Hand completed project over to front line areas at the end of the project.
