A Reform Support Team (RST) at the Ministry regional development, construction, housing and communal services of Ukraine (MinRegion) is looking for a Senior Project Manager (Category 1, Housing & EE reform).
A Reform Support Team (RST) at the Ministry regional development, construction, housing and communal services of Ukraine (MinRegion) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support.
The housing reform aims to create a new market model which eliminates dependency of home owners on management decisions by municipalities, creation of a competition on a market of housing administration services. In 2015 Ukraine has adopted a Law #417 On a special rights of ownership in multistory buildings. The Law has unlocked the rights of owners to own not only the apartment but the building itself. As a result of the Law Ukrainians got the right and clear road map to create home owners associations (HOAs). The HOA is a special non-profit legal form specifically dedicated to allow building owners to manage the building. As a result 25,800HOAs were established by Dec, 1 2016 compared to 13,762 in January, 2015.
The reform aims for the next objectives:
- Improving regulations of relations between home owners and service providers to buildings
- Support of a smooth transition towards new market model
- Adjusting legal environment to the best practices
Energy efficiency reform is among core ones in the Plan of Top Priority Actions for the Government and is part of National Reform Program implemented by National Reform Council. MinRegion made energy efficiency reform one of its top three reform priority. The State should take care of efficient energy infrastructure, introduction of modern energy saving technologies, reducing the share of energy-intensive industries in the economic structure and the introduction of incentives for implementation of energy efficiency. This reform will allow for the next five years reducing imports of natural gas to 1-1.5 billion m3 annually and reducing government spending on subsidies by 3-5 billion every year.
Space heating of buildings possesses huge potential for improvements. 50% of heat is lost through not energy efficient buildings, which is 9 billion cubic meters of gas annually, another 2.4 billion cubic meters of gas is lost on the way to our homes. The reform aims for next main objectives:
- Establishing the Energy Efficiency Fund;
- Improving energy efficiency of existing buildings;
- Ensuring effective control and reduction in energy resources consumption.
A Senior Project Manager is needed to support MinRegionin the fulfillment of the Housing management reform and Energy efficiency reform in residential sector especially:
1. Supporting the adoption of the Law "On housing and utilities services", the Law "On energy performance in buildings", the Law "On the commercial metering of communal services", the Law “The Energy efficiency fund”
2. Coordinating and facilitating lawyers on drafting secondary legislations required be these Laws and remaining secondary legislation for the Law #417 On a special rights of ownership in multistory buildings;
3. Developing the communication and methodological materials aiming at popularization of the reform and explaining the new opportunities, rights and obligations to the target groups of population.
A highly qualified professional is needed to draft, supervise and support the necessary products (documents) related to housing reform and EE in residential and public buildings.
1. Duration and proposed timeframe:
This consultancy duration till 31 October 2018 including 3-month probation period. This appointment may be extended due to the availability of funding, the performance of the consultant and the specific needs of the RST.
The Consultant shall deliver services at mainly in Ukraine and for no less than working 20 days per calendar month.
2. Main Duties and Responsibilities:
1. Coordination and facilitation of reform implementation process:
- coordination and facilitation of the Reform Team activities;
- engagement of relevant stakeholders (experts, government officials, donors, etc.) to Reform Team activities;
- resolution of problems and obstacles encountered during implementation process, identifying and communicating important issues requiring decision of RST Director and/or Reform Council
2. Reform Teams (Working Groups) support:
- project management support (development of project/reform implementation plan, risk management, change management, etc.);
- facilitate relevant technical working group;
- provide all necessary support required to ensure implementation of the new regulation developed under reform priority area, including but not limited to the laws, concepts, programs and secondary legislation;
- preparation of timely and quality reports and status updates on reform implementation progress to the Minister and RST Director, as well as for publication.
3. Main anticipated deliverables:
- Analysis of best international practice for housing reform and energy efficiency in residential and public buildings;
- Developed policies, legislations and policy measures in housing reform and energy efficiency of residential and public buildings;
- Policy recommendation and guidance to other governmental departments including the State Energy Efficiency Agency;
- Regular economic analysis on the sector development;
- Regular progress reports on reform development and implementation;
- Drafted legislation changes needed on housing reform and EE in residential and public buildings.
4. Qualifications, Skills and Experience:
4.1. Qualifications and skills:
- Master degree in finance, economics, law, or business administration;
- Strong organizational management, communication and presentation skills;
- PC literacy (PowerPoint, Project, Excel, Word);
- Fluency in Ukrainian and English.
4.2. General professional experience:
More than 10 years of general professional experience. Prior experience of work in public services reform team is a plus.
4.3. Specific professional experience:
- Minimum 5 years of professional experience in project management (preferably in housing and/or communal sectors);
- Experience with the reform implementation in Ukraine, especially as related to housing and/or communal sectors is a plus;
- Experience with government entities and their mandate and processes is an asset;
- Experience in leading multidisciplinary teams is an asset.
5. Indicative Performance criteria: (Key Performance Indicators - KPI)
- % of tasks delivered within deadlines;
- Timely submission of monthly performance reports.
6. Remuneration
The estimated monthly value of this consultancy position is in the region of EUR 1200 – 1800 GROSS. The funding source of this assignment is the EBRD-Ukraine Stabilisation and Sustainable Growth Multi-Donor Account. The exact rate will be made by the Recruitment Committee comprised of representatives of the MinRegion and international donors.

8. Selection Procedure
Following the evaluation of all applications received, selected candidates will be invited to a brief written test in the Ministry regional development, construction, housing and communal services of Ukraine covering both general and technical questions in both English and Ukrainian. Only short-listed candidates will be invited to an interview.
