A Reform Support Team (RST) at the Ministry of Infrastructure of Ukraine (MoI) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the EBRD multi-donor account, that provides targeted technical support and assists in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry´s priorities and relevant donor support.
Currently we are looking for Internal Auditor
Objective(s) and linkages to Reforms
The RST needs an Internal Auditor with deep financial and investment background, preferably in transport sector. The Internal Auditor will work across the entire sector including highways and road transport, rail, aviation and marine and ports.
The Internal Auditor will be responsible for carrying out investigations into compliance issues and information for the RST experts, the Ministry’s and SEO’s officials.
Duration and proposed timeframe:
Duration of assignment is 1 year (with discretionary extension for additional 1 year, also subject to availability of donor funding).
This consultancy appointment is expected to start in November, 15, 2017 and has an estimated overall duration of 12 months. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended.
Main Duties and Responsibilities:
Facilitation of reform implementation process in the sector:
- Review, analyses and forecasting financial statements
- Conducting industry and market research in transport sector
- Advising the Senior Project Managers on measures required in connection with the discovered issues
- Review companies’ information and prepare reports on periodic financial statements, project progress reports, and other information
- Monitoring and analysis of investments in portfolio companies, including monitoring of compliance with financial, environmental, insurance and legal requirements
- Supporting the RST, the Ministry and SOEs in compliance-related investigations and proceedings
- Preparation of the market research and analysis on infrastructural sector
- Other responsibilities as assigned by the RST Director
Qualifications, Skills and Experience:
Qualifications and skills:
- At least Bachelor’s degree in finance, economics, business administration, law
- Fluency in Ukrainian, Russian and English
- Verbal and written communication skills
- Level of computer literacy
General professional experience:
- Preferably more than 7 years of general professional experience. Minimum 3 (preferably 5) years of experience in private equity, investment banking or BIG4
- Specific experience with maritime and inland waterways law, railway law, aviation law would be an advantage
- Good analytical skills with the ability to interpret complex commercial and financial information
- Good knowledge of accounting, taxation and legislation
- Prior experience of work in public sector reform is a plus
Specific professional experience:
- Proven knowledge and professional experience in finances, investment, auditing or project management
- Familiarity with the reform agenda in Ukraine
- Experience in leading multidisciplinary teams is an asset
Assignment Value
The estimated monthly value of this consultancy position is in the region of EUR 1,100 – 1,400.
The funding source of this assignment is the EBRD-Ukraine Stabilisation and Sustainable Growth Multi-Donor Account. Please note selection and contracting will be subject to the availability of funding.

Selection Procedure
Following the evaluation of all applications received, selected candidates will be invited to a brief written test in Ministry of Infrastructure of Ukraine (Peremohy ave, 14) covering both general and technical questions in both English and Ukrainian. Short-listed candidates will be invited to interview.
The successful candidate will be required to provide a written professional reference (original in English, or Ukrainian with English translation) together with the contact details for two further referees who can attest to the professional and/or educational background of the candidate. Successful reference check will be a pre-condition to contracting.
