A Reform Support Team (RST) at the Ministry of Infrastructure of Ukraine (MoI) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the EBRD multi-donor account, that provides targeted technical support and assists in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry´s priorities and relevant donor support.  

Currently we are looking for  Project Manager: Railway Sector Reform

Objective(s) and linkages to Reforms

Railway transport of Ukraine is the leading industry in the country's transport system, which provides 82% of freight and almost 50% of passenger traffic carried by all modes of transport. The operational network of railways of Ukraine is almost 22 thousand km, of which 45% is electrified. In terms of freight traffic, Ukraine's railways rank fourth in the Eurasian continent, second only to the railways of China, Russia and India.

The RST needs an enthusiastic Project Manager, who will be responsible for facilitation of the railway sector reform implementation process.  

Duration and proposed timeframe:

Duration of assignment is 1 year (with discretionary extension for additional 1 year, also subject to availability of donor funding).  

Main Duties and Responsibilities:

Coordination and facilitation of reform implementation process

  • developing the railway sector’s reform agenda and work planning
  • engagement of relevant stakeholders (experts, government officials, donors, etc.) to the RST’s activities
  • resolution of problems and obstacles encountered during reform implementation process, identifying and communicating important issues requiring decision of RST Director and/or Reform Council
  • mentoring the team of analysts and coordination of experts assigned to the project

Reform Teams (Working Groups) support

  • project management support (development of project/reform implementation plan, risk management, change management, etc.)
  • manage preparation of changes to laws and secondary legislation
  • manage analytical support to the reform
  • preparation of timely and quality reports and status updates on reform implementation progress to the Minister and RST Director, as well as for publication.

Qualifications, Skills and Experience:

Qualifications and skills:

  • Master’s degree in finance, economics, law, or business administration
  • Strong organizational management, communication and presentation skills
  • PC literacy (PowerPoint, Project, Excel, Word; Visio is an asset)
  • Excellent command of English and Ukrainian, both written and spoken

General professional experience:

  • Preferably more than 10 years of general professional experience (minimum 5 years)
  • Experience in the railway sector related entities is required
  • Experience in project management, public or business administration, business consulting is an advantage
  • Prior experience of work in public sector reform is a plus

Specific professional experience:

  • Experience in infrastructure sector is an asset
  • Familiarity with the reform agenda in Ukraine
  • Experience working with multidisciplinary teams is an asset

Assignment Value.

The estimated monthly value of this consultancy position is in the region of EUR  1,100 – 1,400.

The funding source of this assignment is the EBRD-Ukraine Stabilisation and Sustainable Growth Multi-Donor Account. Please note selection and contracting will be subject to the availability of funding.

Selection Procedure

Following the evaluation of all applications received, selected candidates will be invited to a brief written test in [location] covering both general and technical questions in both English and Ukrainian. Short-listed candidates will be invited to interview.

The successful candidate will be required to provide a written professional reference (original in English, or Ukrainian with English translation) together with the contact details for two further referees who can attest to the professional and/or educational background of the candidate. Successful reference check will be a pre-condition to contracting.
