The Procurement Reform Project has prepared a translation of the NATO-Ukraine Strategic Defence Procurement Review

Dear friends! We are pleased to inform you that the Procurement Reform Project has prepared a Ukrainian translation of the NATO-Ukraine Strategic Defence Procurement Review.


The document was approved by Ukraine and the Alliance at the NATO Summit in Washington in July this year.

‘The purpose of the Review is to bring Ukraine's defence procurement in line with Euro-Atlantic best practices, as well as to help strengthen NATO-Ukraine defence procurement cooperation to increase interoperability; to develop a vision for Ukraine's defence procurement system as a transparent, accountable and efficient system; and to establish a modern national defence procurement agency that will work with the defence industry to build a strong national defence sector in Ukraine,’ the document says.

The Strategic Defence Procurement Review contains 21 recommendations to improve the efficiency of supplying the Armed Forces of Ukraine both during martial law and in peacetime.


The main recommendations include:

✓ Continue reforming defence procurement institutions in wartime and peacetime

✓ Centralise defence procurement management for the entire security and defence sector (after the war)

✓ Support the effective use of local budgets by military units

✓ Implement solutions for an integrated long-term planning framework

✓ Improve procedures for direct contracting and closed selection

✓ Strengthen the import capacity of the Defence Procurement Agency (DPA)

✓ Develop a joint register of suppliers

✓ Strengthen procurement oversight mechanisms

✓ Develop a robust compliance programme

✓ Develop a future Defence Industry Strategy for Ukraine
