The Ministry of Ecology and Natural Resources of Ukraine (MENR) continues to hire the professionals to the Reform Support Team (RST). The application deadline is by 07.02.2019, 23.59 (Kyiv time).
We are looking for the candidates for such positions:
- Senior Expert (New Climate Policy) (requirements and description of tasks),
- Lawyer (Waste Management Reform) (requirements and description of tasks),
- Analyst (Implementation of the EU Industrial Emission Directive) (requirements and description of tasks),
- Expert on Environment Impact Assessment (Administrative Support and Communications) (requirements and description of tasks).
The position provides full employment and fulltime presence at office hours in Kyiv. To participate in the competition, please submit the following documents in English:

The consultancy appointment is expected to start on March 1, 2019 and has estimated overall duration until December 2019 inclusively.
About the Reform Support Team at the Ministry of Ecology and Natural Recourses
The main objectives of the Reform Support Team at the Ministry of Ecology and Natural Resources of Ukraine is reforms support through reinforcement of capacity and improvement of coordination within the Ministry.
The RST was created at the expense of Ukraine Stabilization and Sustainable Growth Multi-Donor Account (MDA) managed by EBRD. The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America.
The Recruitment Committee consists of the representatives of the Ministry of Ecology and Natural Resources, EBRD and EU. The Selection procedure will take place as follows:
1. Application Submissions must be prepared and delivered electronically by February 7, 2019 23.59 (Kyiv time)
The application is sent to the email address with specifying the subject of the letter (it is desirable to indicate the position to which a person applies for), as well as in the in the email body it is necessary to provide the contact details and to inform about the position applied for by the applicant. All attachments must have their names (for example ApplicationForm_Mykhalyshyn or CV_Mykhalyshyn) and they should be in pdf format. The Application Form must be completed, printed, signed and submitted in a scanned form.
Applications submitted after the submission deadline (i.e. after 23.59 on Kyiv time on February 7, 2019) will not be considered. Each applicant will receive the application confirmation.
2. Evaluation of the submitted applications (within a week from the moment of receipt of all applications)
The Recruitment Committee will consider only those applications that contain the above list of documents. The selected applicants will be invited to have a written test and an interview, as for the content and form of the test the applicants will be notified at least one week before its carrying out.
3. A brief written test (at least a week after receiving the test invitation notice)
A written test will take place in the Ministry of Ecology and Natural Resources of Ukraine (35, Mytropolyta Vasylia Lypkivskoho Street, Kyiv, 03035). The selected applicants will be invited to a written test, which will consist of blocks of questions related to proper position the applicant applies for.
4. Interviews (at least one week after receiving an invitation to an interview)
All applicants who were invited to the test are invited to an interview. Interviews will take place in the Ministry of Ecology and Natural Resources of Ukraine (35, Mytropolyta Vasylia Lypkivskoho Street, Kyiv, 03035)
The interview will consist of separate blocks of questions, including issues on the overall development , behavioral questions, technical questions (in the context of the applicant's position), questions on the level of knowledge of Ukrainian and English.
5. Decision making
The Recruitment Committee selects the candidates who may be invited for an additional interview based on the results of the first interview and the preliminary stages. After information verification the candidates will receive an official notice and they will be asked to conclude the agreements on the relevant financial conditions (the agreements can be concluded only with Private entrepreneurs). If the selected candidates do not agree with the proposed financial conditions, the applicant who has taken the second place by the results of the selection procedures can be recommended for the conclusion of the relevant agreements. After all conditions have been agreed with the selected candidates, the other applicants will be notified of the results of the selection.
