Non-Governmental Union “Foundation for Support of Reforms in Ukraine” (NGU “FSRU”) with the support of Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH has launched the project “Tasks implementation within the scope of National Export Strategy of Ukraine and sectoral and cross-sectoral strategies”.
Within the Project NGU “FSRU" is looking for ESU Team Lead.
Scope of services
- Planning, coordinating, and monitoring the implementation of the ESU Team tasks;
- Supporting implementation of tasks envisaged in Export Strategy of Ukraine:
- Providing support upon implementation of sector and cross-sector strategies together with a plan of actions
- Supporting MEDT in policy development on e-commerce
- Supporting upon the establishment of network of trade support institutions to coordinate international trade support activities
- Raising awareness of Ukrainian business (with focus on SMEs) on export strategies, international trade and access to the global and EU markets
- Public presentations (with focus on SMEs) of sector and cross-sector export strategies (if invited as a speaker)
- Development of quarterly e-bulletin on export and export promotion
- Development of concept of the International Trade Council for 2020
- Participation in performing public consultations on development of concept of network of trade support institutions, performing analysis and development the concept together with other required documents
Deliverables
- 9 sets of presentations and information materials (brochures, etc) for each sector and cross-sector strategy are prepared
- Information base with relevant materials regarding perspective sectors created and available for MEDT
- Up to 3 draft legal documents (Resolutions of Cabinet of Ministers) provided
- From 10-15 tasks from ESU and/or other sector and cross-sector strategies are implemented or being in the process of implementation
- Up to 10 events workshops/ seminars/ meetings coordinated (needs based) that are foreseen within the content of ESU and sector and cross-sector strategies are held/helped to organize
- The project team participated in at least 10 events organized by partner organizations
- Gaps-analysis and analytical materials on e-commerce in Ukraine developed
- Harmonization plan on e-commerce developed and ready to be established
- Recommendations on establishing online trade dispute resolution system based on EU approach and creating online trust mark schemes for retail websites provided
- Drafts of law and regulations or amendments to active legislation to promote e-commerce is provided (within Ukrainian market and global market)
- Report on analysis of the regulatory framework to create a network of support institutions for trade with main criteria to membership in the network identified
- Draft of the memorandum and Draft of the resolution for creating a network of support institutions for trade
- 3 e-bulletins on export and export promotion are prepared and became public
- Draft of a concept of the International Trade Council for 2020 is prepared and approved
Preferred Qualifications and Skills:
- At least a Master’s degree in law, economics, international relations, or relevant field
- At least 5 years of proven experience in law, public or business administration, trade, SME, consulting
- Familiarity with the National export strategy of Ukraine and sector and cross-sector strategies
- Proven knowledge and professional experience in project management
- Strong analytical, communication and presentation skills with the ability to interpret complex legal, commercial and financial information
- Experience in high-level negotiations, strong communication, and presentation skills
- PC literacy
- Excellent command of English and Ukrainian, both written and spoken
- Experience in leading multidisciplinary teams is an asset
Contract Duration: by 31.12.2019
For contracting, a candidate should be able to register Private Entrepreneur of the 3d group.
