Job Description: Employee of the Recovery Support Unit at the Ministry of Culture and Strategic Communications of Ukraine
Type of employment: Full-time. The contract is valid for the specified period.

Mission and objectives.
The full-scale invasion of Russia has practically destroyed funding for the cultural sector. At the same time, since the beginning of the Russian military aggression, cultural institutions, art education institutions and cultural heritage sites in Ukraine have been destroyed every day. More than 900 archaeological, historical and artistic monuments and over 1,900 cultural infrastructure facilities (libraries, museums, theatres, clubs and educational institutions) have been damaged or completely destroyed. The surviving sites remain under daily threat of bombing and destruction.
The Recovery Support Unit at the Ministry of Culture and Strategic Communications of Ukraine will provide the MCSC with expert and analytical support and coordination of projects to develop models for the restoration and reconstruction of destroyed cultural heritage sites and infrastructure in Ukraine, which will contribute to the full and systematic modernisation and transformation of the cultural sector to provide the population with cultural services.
In addition, the Recovery Support Unit under the Ministry of Culture and Strategic Communications of Ukraine will ensure the development of regulatory framework for the restoration of cultural heritage and infrastructure, the development and launch of registers; lead projects to develop comprehensive models for the institutional and infrastructural restoration of cultural institutions.
Job description
The IT expert in automation and integration of systems in the field of cultural heritage protection will be a key member of the Recovery Support Unit under the Ministry of Culture and Strategic Communications of Ukraine. This role combines technical expertise with strong project management skills to lead digital transformation and systems integration in the cultural heritage sector.
The expert will manage the entire lifecycle of digital initiatives - planning, coordination, risk management - while ensuring the development, integration and maintenance of cultural heritage registers in line with national priorities and the State Anti-Corruption Programme of Ukraine. The position also supports transparency, digital accessibility and sustainability of heritage-related systems.
List of responsibilities (not limited)
- Lead and manage IT projects related to the digitisation and automation of cultural heritage systems.
- Define project scope, timelines, deliverables and resource requirements in collaboration with internal teams and external partners.
- Monitoring progress and risks, ensuring timely reporting and alignment with the State Anti-Corruption Programme of Ukraine and transparency goals.
- Ensure seamless integration of cultural heritage systems with other state digital platforms.
- Coordinate integration and testing with third-party IT vendors and developers.
- Develop a digitalisation strategy aligned with Ukraine's recovery policy and anti-corruption policy.
- Conducting risk assessments and providing recommendations on system resilience and stability.
- Interacting with key government agencies, international partners, civil society and cultural institutions to align project objectives.
- Providing advice and recommendations on legislation in the field of ICH.
- Preparation of regular progress reports, policy briefs, technical documentation and strategic development plans.
- Ensure that all activities are in line with national legislation and the National Anti-Corruption Programme.
Candidate requirements
- Citizenship of Ukraine.
- An individual entrepreneur with a relevant type of business activity.
- Fluency in Ukrainian and English.
- University degree in law, public policy or related field.
- At least 5 years of progressively responsible experience in public sector reform, anti-corruption policy and digital transformation, preferably in government, international organisations or in senior positions in consulting companies.
- Proven experience in drafting and analysing legislation in areas such as cultural heritage protection and public administration reform.
- Familiarity with the regulatory framework of Ukraine and the EU on cultural heritage and infrastructure development.
- Experience in leading the development of national strategic documents and working in or with ministries and parliamentary committees.
- Demonstrated ability to manage complex, multi-stakeholder projects, including donor-funded programmes.
- Experience leading teams of integrated experts and coordinating across institutions.
- Ability to develop implementation roadmaps, monitor results and manage consultancy contracts.
- Practical experience in promoting digital tools for transparency, recovery monitoring and public engagement.
- Experience in legal support or advocacy related to the protection of cultural heritage.
- Understanding of the risks and opportunities of modernising heritage management systems.
Skills in cross-sectoral coordination, including with civil society, media, donor organisations and local authorities. - Ability to negotiate and build consensus in a complex political and institutional environment.
