SADR Project — Support for Adaptive Defence Reforms

From September 2023 to March 2026, the Foundation for Support of Reforms in Ukraine implemented the first component of the SADR: Supporting Adaptive Defence Reforms project, aimed at strengthening Ukraine’s defence sector through digital solutions, new approaches to military medicine, and improvements to processes and policies.

Through SADR, the Foundation provided expert support in areas where the Ministry of Defence of Ukraine required fast and effective solutions, including digital services, protection of service personnel’s rights, military healthcare, international coordination, and supply chain automation.

Key achievements   

The project team contributed to:  

• the launch of the Reserve+ and Army+ platforms, which are already used by more than 5 million people. These platforms support personnel records management, documentation, training, logistics, and communication;

• the development of the updated Military Medical Doctrine of Ukraine, which introduces new approaches to organising medical support during full-scale war and places combat medicine at the centre of the system;

• establishing the institutional framework for the launch of the Military Ombudsman’s Office. The draft law was submitted to the Verkhovna Rada on 8 May 2025, adopted on 17 September, and on 19 September the President of Ukraine signed a decree establishing the Military Ombudsman’s Office as a permanent advisory body;SADR Project: Support for Adaptive Defence Reforms | Foundation for Support of Reforms in Ukraine

• the development of the IT Coalition, bringing together 17 countries and mobilising nearly €800 million for communications, cybersecurity, and digital services for Ukraine’s Defence Forces;

• the development of a roadmap for automating supply and logistics processes. More than 1,000 military units have already been connected to NATO’s SAP-based logistics system;

• the establishment of 48 Ukrainian Army recruitment centres (as of 2025) and the implementation of an information campaign for prospective recruits;

• the launch of the large-scale educational programme “Defence Sector. Change-Makers.”

As a result, Ukraine’s defence sector has benefited from innovative digital tools, an updated regulatory framework, and stronger international partnerships. All of this lays a solid foundation for the further modernisation of the Ukrainian Armed Forces.

Pillar 1 (Institutional Sustainability and Good Governance in the Ministry of Defence) of the SADR project was implemented by the Foundation for Support of Reforms in Ukraine under a sub-grant from the EDGE Fund as part of the support programme led by the UK Special Defence Advisor Team (SDA), funded from the British Government’s Integrated Security Fund (ISF) budget.
