Training Launched for Civil Servants Involved in European Integration Processes

The training course is designed to strengthen the professional competencies of staff at the Ministry of Economy and Environment of Ukraine who are involved in European integration processes. The programme covers policy development cycles, EU decision-making mechanisms, public communication, and the use of artificial intelligence tools in the civil service.

The first lecture, focusing on European integration and Ukraine’s economic policy, was delivered by Svitlana Kustova, Associate Professor at the Department of European Integration Policy of the Educational and Scientific Institute of Public Administration and Civil Service at Taras Shevchenko National University of Kyiv.

Opening the session, Andrii Teliupa, Adviser to the Minister of Economy and Environment and Director of the project implemented by the Foundation for Support of Reforms in Ukraine within the STEP IN 2 EU programme, emphasised that European integration has become part of civil servants’ day-to-day work. It involves working with legislation and regulations, as well as maintaining ongoing engagement with partners. It is therefore important for participants to gain practical knowledge they can apply in their work, share experience and discuss effective approaches together.Стартувало навчання для державних службовців, залучених до євроінтеграційних процесів

Oleh Voitovych, Acting Head of the National Agency of Ukraine on Civil Service, also emphasised the importance of the professional development of civil servants. Progress on European integration tasks depends to a large extent on well-prepared professionals and the capacity of public institutions.

💬 Ralf Lowack, Head of the STEP IN 2 EU programme component, noted that this is the second course of its kind delivered jointly with the Ministry of Economy and Environment of Ukraine and the Foundation. The training helps prepare professionals for work related to the further integration of Ukraine’s economy into the EU Single Market.

💬 Yuliia Hrytsak, Director of the European Integration Department at the Ministry of Economy, outlined the key areas of this work. These include negotiations with the European Commission, the implementation of domestic reforms and the gradual sectoral integration of Ukraine into the EU.

We wish all participants a productive learning experience, valuable exchange of expertise and practical knowledge that will support them in their day-to-day work.

The training is delivered by the Foundation for Support of Reforms in Ukraine as part of the STEP IN 2 EU international cooperation programme, which is co-funded by the Governments of Germany and Norway, the European Union under its EU4Business initiative, and the Governments of Lithuania and Estonia. The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
