The SADR Project: Support for Adaptive Defence Reforms aims to strengthen the defence sector through digital solutions, new approaches to recruitment, and improved processes and policies.

Digital solutions for system management
We facilitated the launch of the Reserve+ and Army+ , which are already used by over 4 million people. They help with accounting, documentation, training, logistics and communication. An electronic queue was also introduced in all territorial recruitment centres.
New approaches to recruitment and training
47 recruitment centres in 20 regions were created and an information campaign for candidates was conducted. A competition for VR/AR simulators for military training was launched, as well as a large-scale educational programme called ‘Defence Sector. Change Makers.’
Changes in policies and processes
We supported the development of a roadmap for modernising supply chains — 200 military units have already been connected to the SAP system (NATO system). A coalition coordination office has been set up to ensure effective interaction with partners.
Thanks to the SADR project, implemented with the support of the British government, the defence sector has been significantly strengthened through innovative digital solutions, improved recruitment processes and international cooperation.
We are grateful to our partners for their cooperation and trust. We believe that the sustainable development of the defence sector is our common daily task for the sake of a strong Ukraine.
Pillar 1 (Institutional Sustainability and Good Governance in the Ministry of Defence) of “SADR” project is implemented by the Foundation for Support of Reforms in Ukraine under a sub-grant from the EDGE Fund as part of the support programme led by the UK Special Defence Advisor Team (SDA), funded from the British Government’s Integrated Security Fund (ISF) budget.
