Support for veterans

Returning from war is the beginning of a new stage in life, which often requires no less effort than performing combat missions. The Foundation for Support of Reforms in Ukraine actively helps the state create conditions for the successful integration of veterans, from the introduction of modern digital services to career guidance and employment.  

The Foundation for Support of Reforms in Ukraine supports veterans through digital tools, career guidance, and employment programmes.

Strengthening the capacity of the Ministry for Veterans and developing digital services 

In 2025, within the framework of the project ‘Expert Support for the Transformation of the Ministry of Defence, the Armed Forces of Ukraine and the Defence Sector of Ukraine (ESTMoD)’, the fourth workstream ‘Enhancing capacity and capability of the Ministry of Veterans Affairs to implement the Veterans Policy Strategy effectively’ was launched. 

Its main tasks are: 

  • the establishment and operation of an Office for Veteran Policy Support at the Ministry of Veterans Affairs

  • expert support for the digitalisation of services for veterans

The initiative is being implemented by the NGU “Foundation for Support of Reforms in Ukraine” and is a part of the support programme led by the UK Special Defence Advisor Team (SDA), funded from the British Government’s Integrated Security Fund (ISF) budget. 

Veteran Pro: a digital space for public services for veterans in Ukraine 

One of the key results was the official presentation of Veteran Pro, a separate digital space within the Dіia app, which brings together all key public services for veterans. 

Veteran Pro provides fast, barrier-free and convenient access to services on a ‘one-stop shop’ basis, allowing veterans to avoid paperwork and multi-stage bureaucracy. 

The space is integrated into the ‘Services’ section of the app, which simplifies use and reduces the burden on veterans when contacting the state. 

During the presentation, a panel discussion on ‘The Development of Digital Services for Veterans’ was held, where the importance of involving the veteran community in the creation of digital solutions, the prospects for integrating services with medical, educational and rehabilitation initiatives, as well as plans to create a veteran's office were discussed. 

Career guidance and interaction with business 

As part of the ‘Inclusive Economy’ project, a course entitled ‘Career Guidance for War Veterans’ was created. The project was implemented within the framework of the Good Governance Fund, funded by UK International Development from the British Government, and implemented by Abt Global and the Foundation for Support of Reforms in Ukraine in 2024.  

We actively involved businesses in the process of integrating veterans by organising consultations, round tables and workshops for HR specialists from leading companies. These events gave employers a deeper understanding of the needs of veterans and helped create favourable conditions for their employment. 

To sum up, our work covers both the development of modern digital services that simplify access to public services and support for veterans in finding their own professional path and interacting with employers. This is a comprehensive approach that promotes the reintegration of veterans with their unique experience.
