The Foundation for Support of Reforms in Ukraine played a key role in public administration reform: we helped establish the Reforms Delivery Office of the Cabinet of Ministers of Ukraine the National Reform Council Support Office, and Reform Support Teams (RSTs).
We helped ministries change their approach to work: hold open competitions, create new teams and work for a specific result — not just for show, but for people to really feel the change.

Results of the creation of Reform Support Teams (RST)
The EU described RST and the Reforms Delivery Office as vital for the government. The teams made it possible to raise Ukraine's ranking in the Doing Business rankings, launch transparent VAT refunds, open the door to privatisation, and create new institutions, including the Investment Promotion Office (now UkraineInvest), the Export Promotion Office (now the Entrepreneurship and Export Promotion Office), and develop the anti-corruption infrastructure.
Development of human resources in the civil service
We helped bring new specialists into the civil service — trained, motivated, and focused on change. Some of the experts became civil servants, directors, and deputy ministers to continue these changes from within.

10+ donor countries through the EBRD, EU, UMAEF (formerly WNISEF), the governments of the United States, Canada, and Germany.
