From 2017 to 2019, the Foundation for Support of Reforms assisted the Ministry of Health in creating the eHealth electronic healthcare system. The goal was to introduce a transparent, secure, and efficient model for providing medical services. This reform changed the principle of interaction between patients, doctors, and the state.

Digitalisation of medical infrastructure
We created a national register of patients, doctors and medical institutions — a single database that became the basis for the transparent and convenient operation of the healthcare system. We digitalised contractual relations between doctors and patients, making the process of signing declarations simple and quick. We have introduced mechanisms to help prevent fraud in healthcare services and centralised medical data so that government decisions are made based on complete and accurate information.

700+ medical institutions and 5,000 doctors participated in the pilot implementation of the e-Health system;

Over 30,000 declarations were signed with patients;

An e-Health communication strategy was developed;

A regulatory framework was prepared, namely the CMU Resolution on ensuring the availability of medicines and the CMU Resolution on the launch of e-Health;
