About the Foundation

The Foundation for Support of Reforms in Ukraine (FSR)

The Non-governmental Union ‘Foundation for Support of Reforms in Ukraine’ (FSR) is an independent, non-governmental and non-profit organisation that has been operating since January 2015. The Foundation’s aim is to promote Ukraine’s development and the growth of its citizens’ well-being by supporting the development and implementation of key reforms. The Foundation assists government agencies, ministries and communities in implementing reforms, strengthening state institutions and developing policies that bring Ukraine closer to the EU.

The Foundation was established on the initiative of the National Reform Council in cooperation with the European Bank for Reconstruction and Development (EBRD)  and with the support of the International Renaissance Foundation

The main objectives of the Foundation are: 

  • improving the well-being of citizens through the development, implementation and monitoring of reforms; 

  • providing expert support to state bodies in policy development; 

  • facilitating Ukraine's integration into the European Union and the adaptation of national legislation to EU standards; 

  • improving the professionalism and capacity of civil servants; 

  • promoting economic growth and increasing the country's competitiveness; 

  • strengthening Ukraine's positive image abroad; 

  • implementing digital solutions in the public sector; 

  • creating space for effective interaction between the state, civil society and international partners; 

  • introducing modern approaches to reforming defence, the economy, education, culture and other socially important areas.

Governing bodies: 

The governing bodies of the Foundation for Support of Reforms in Ukraine are the General Meeting (the supreme body), the Supervisory Board (the body responsible for monitoring the statutory and financial activities and the targeted use of the Foundation's assets) and the Executive Director (responsible for the day-to-day management of the Foundation's activities). 

The organisation receives financial support from international donors, as well as Ukrainian and foreign organisations or individual citizens. All supported initiatives and implemented projects are published in the Foundation's annual reports, which are accessible to every citizen.

The Executive Director of the NGU ‘Foundation for Support of Reforms in Ukraine’ is Yurii Shkil.
