Cybersecurity is one of the key pillars of Ukraine’s national resilience amid the full-scale war and the country’s long-term recovery. Large-scale and systematic cyberattacks, hybrid threats, data breaches and disruption of digital services directly affect the state’s ability to maintain continuity of government, protect critical infrastructure and preserve public trust in digital institutions.
Experience in Cybersecurity and Digitalisation
The Foundation for Support of Reforms in Ukraine is actively engaged in cybersecurity and digitalisation and has extensive experience in implementing complex and sensitive projects related to defence, security and public administration. Such projects require interagency coordination, compliance with legal and procedural requirements, and effective risk management.
The Foundation operates on the basis of an ISO 9001:2015-certified quality management system, demonstrating a high standard of process management, quality control and accountability to partners and donors.
In partnership with Strimco, the Foundation contributes to the implementation of the Veteran PRO, Army+ and Reserve+ digital services, providing IT support in line with legal requirements and international best practices in cybersecurity.
The Foundation also contributes to the development of DOT-Chain, a digital solution for defence logistics and supply, applying approaches based on the Defence NIST Risk Management Framework (RMF).
Another area of the Foundation’s work is cooperation with the Ministry of Defence of Ukraine on projects requiring a heightened level of confidentiality, engagement with security institutions, and clearly defined procedures for access to and exchange of information.
Cooperation with Government Institutions
The Foundation cooperates with key security and defence institutions, including the National Security and Defence Council of Ukraine, the General Staff of the Armed Forces of Ukraine, the State Service of Special Communications and Information Protection of Ukraine, and CERT-UA.
On 28 January 2026, the Foundation and the State Service of Special Communications and Information Protection of Ukraine signed a Memorandum of Cooperation in the field of cybersecurity. It provides for cooperation on the training and certification of specialists, the development of a national cybersecurity school, and the creation of transparent and equal opportunities for the selection of cybersecurity professionals.
The Foundation’s Role
The Foundation facilitates cooperation between technology providers, government partners and international donors, including in projects involving secure information exchange and work in sensitive environments.
The Foundation also supports the development of memoranda, protocols, legal frameworks and information-sharing procedures, manages risks and donor reporting, and develops practical recommendations for the public sector on procurement and the secure deployment of technologies.
The Foundation engages experts with experience in national security, cyber policy and critical infrastructure protection, including Oleksandr Yudin, Artem Sorokin and Oleksii Baranovskyi.
Strategic Importance
The Foundation’s experience in implementing government projects, specialised expertise and established cooperation with public authorities enable it to deliver cybersecurity initiatives that reflect the needs of the state while meeting the requirements of international partners and donors.
Strengthening cybersecurity contributes to the resilience of public institutions, the reliability of digital systems and effective public administration. At the same time, developing these capabilities provides a foundation for transparent reforms and Ukraine’s further integration into the European Union.
