The Foundation for Support of Reforms in Ukraine (FSR) is a non-governmental organisation that helps state institutions to implement reforms, innovate and strengthen Ukraine's resilience in the extremely difficult conditions of war.
In 2024, the Foundation continued to scale its impact in the areas of defence, economy, culture, education and institutional support, acting at the intersection of state demand, public needs and international support.

Defence sector
In times of war, effective defence requires not only courage but also systemic solutions. In 2024, the Reform Support Foundation made a significant contribution to the transformation of the defence sector through digitalisation, transparency and human resource development.
- Implementation of the ESTMoD and SDA-EDGE projects with
the support of the UK government.
- Assistance in defence procurement reform, launch of the DOT Chain digital system.
- Participation in the development of the Reserve+ and Army+ platforms for the personnel reserve and support of the military.
- Saving UAH 327 million in public procurement through increased transparency.
- Supporting the development of defence policies in line with NATO standards.
Economic sector
Economic resilience is a matter of survival for Ukraine today. In 2024, the Foundation supported businesses through innovative analytical solutions, financial assistance and logistics capacity building.

Education sector
Reforms in education are crucial for change for the future. In 2024, the Foundation contributed to the strategic processes of renewing education and science in Ukraine, helping to increase the management capacity of the Ministry of Education and Science.
- Strategic Change Support Office - expert support to the Ministry of Education and Science.
- Development of the Strategic Plan for the Development of Education and Science until 2027.
- Formation of the Ministry of Education and Science team and development of a system for monitoring the achievement of results.
Inclusive economy
Inclusive recovery is not only about rebuilding, but also about involving all groups in society in development. The Foundation joined the programme to support veterans and women entrepreneurs, as well as to create an analytical framework for public policy through the GEM research.
- Inclusive Economy Programme
- The course ‘Professional Navigation for War Veterans’ - support for war veterans in determining their professional path.
- Implementation of the Grow 2.0 training programme: more than 250 participants, a mentoring programme that has increased the effectiveness of entrepreneurs from all over Ukraine.
- Preparation of the Global Entrepreneurship Monitor (GEM) study for Ukraine.
