LAUNCH OF THE EDUCATIONAL AND INFORMATION PORTAL FOR MILITARY PROCURERS ‘ARMY PRO’

SEVERAL MONTHS OF HARD WORK - AND WE ARE FINALLY READY TO ANNOUNCE THE GOOD NEWS: TODAY WE ARE LAUNCHING ARMY PRO, AN EDUCATIONAL AND INFORMATION PORTAL FOR MILITARY PROCURERS.


THE PLATFORM AIMS TO BECOME A REAL ONLINE ASSISTANT FOR DEFENCE PROCURERS, AS WELL AS THE MAIN SOURCE OF INFORMATION ABOUT THE WORLD OF DEFENCE PROCUREMENT IN UKRAINE FOR COMMISSIONERS, MEDIA AND EXPERTS.

The website was developed and maintained by the teams of the Defence Procurement Reform Project and the Ministry of Defence of Ukraine's Change Support Office. The launch of the website was facilitated by the Foundation for Support of Reforms in Ukraine with the support of the UK Special Adviser on Defence.


The resource contains 3 main blocks:

  1. Education - with information on current training opportunities for military procurers;
  2. Documents - with samples of contracts, requests for quotations, procurement protocols and other useful documents that will significantly simplify and speed up the work of procurers;
  3. Publications. This section will contain the latest news in the world of defence procurement, expert blogs and analytical studies. This will help you keep abreast of all the changes.

According to Artur Pereverziev, Head of the Defence Procurement Reform Project, the request to launch such a resource has long existed. After all, defence procurement reform is on the agenda of Ukraine's Euro-Atlantic path.

"There are two centralised procurement agencies in Ukraine, and their activities are currently in the spotlight not only in our country but also abroad. In addition, several hundred military units conduct procurement. The rules of the game in this segment are constantly changing at the legislative and regulatory levels. That is why we need a specialised resource that will not only inform about the events in the national defence procurement world, but also contain useful materials for procurers - sample documents, manuals, analytical studies," explains Artur Pereverziev.


Yurii Shkil, Executive Director of the Foundation for Support of Reforms in Ukraine, noted that the launch of the Defence Procurement Reform Project website is an important step in disseminating the project's results to the wider community.

"This website will become a Knowledge Base, where analytical materials, sample documents, research and useful links to training opportunities for defence procurers will be published on a regular basis. We are confident that this tool will contribute to the professionalisation of defence procurement and help authorised persons to develop their capacity," said Yurii Shkil.


Oleh Blinov, an expert from the Ministry of Defence of Ukraine's Change Support Office and Project 100 Team Lead, stressed that the website contains the most useful information for defence procurers. And it will be updated in accordance with the needs and requests of the military or changes in legislation.

‘From my own experience as a procurement officer in a military unit, I know how much we lacked such a resource,’ he said.
