Foundation for Support of Reforms in Ukraine: 2025 Annual Report

The Foundation for Support of Reforms in Ukraine has published its 2025 Annual Report, highlighting key decisions and project results in the areas of defence, veterans’ policy, the economy, culture, education, and cybersecurity. 

The report outlines the decisions that helped the state operate more quickly and effectively during the war, recovery and Ukraine's active integration into the EU. It presents the main results of the Foundation’s work overthe year in the areas of defence, veterans’ policy, economic European integration, culture, vocational education, and cybersecurity. 

Key priorities in 2025 included the digitalisation of defence procurement, the development of a professional community of military procurement officers, support for veteran services, the preparation of a new export policy, stronger cooperation between vocational education and business, support for the cultural sector during recovery, and the launch of work in the field of cybersecurity. 

The report also places particular emphasis on the Foundation’s institutional development. In 2025, it strengthened internal processes, expanded its team, adopted a more systematic approach to fundraising, and confirmedthe quality of its management systems through international certification ISO 9001:2015. This enables the Foundation to deliver larger and more complex programmes while remaining a reliable partner for government, business and international donors. 

The report also outlines priorities for 2026. These include new strategic projects in the defence sector, expanding work in the field of culture and creative industries, developing the cybersecurity sector, continuing economic European integration, and scaling up partnerships with state institutions and international partners.
