The Foundation for Support of Reforms in Ukraine and the State Service of Special Communications signed a Memorandum of Cooperation in the field of cybersecurity!

The Executive Director of the NGU ‘Foundation for Support of Reforms in Ukraine’ Yurii Shkil and the Head of the State Service of Special Communications and Information Protection Oleksandr Potii signed a Memorandum of Cooperation.

The Executive Director of the NGU ‘Foundation for Support of Reforms in Ukraine’ Yurii Shkil and the Head of the State Service of Special Communications and Information Protection Oleksandr Potii signed a Memorandum of Cooperation to strengthen human resources in the field of cyber security and promote the development of institutional capacity of state authorities in the field of digital security. 

Planned areas of cooperation:

  • training and certification of cybersecurity specialists;

  • assistance in establishing a national cybersecurity school;

  • supporting transparent and equal opportunities in the competitive selection of cyber security specialists.

Principles of implementation

The Memorandum will be implemented on the basis of gender equality and social inclusion, expanding opportunities for professional development for women and veterans.

The strategic importance of partnership

During the signing, Oleksandr Potii emphasised the importance of developing cybersecurity at the regional level, in particular the infrastructure of the territorial divisions of the State Service of Special Communications, and strengthening the Service's human resources in the regions. The implementation of joint international projects was also discussed. 

According to the State Service of Special Communications and Information Protection of Ukraine, since the beginning of 2025, approximately 15 cyberattacks have been recorded daily in Ukraine. Constant pressure on the state's digital infrastructure makes the protection of critical systems one of the strategic priorities in wartime and during the recovery period. For the Foundation for Support of Reforms in Ukraine, cybersecurity is a new but critically important area. We are ready to make every effort to strengthen cyber resilience at all levels!" said Yurii Shkil.
