Competition for the services of a Monitoring and Evaluation Specialist

The NGU “Foundation for Support of Reforms in Ukraine” announces a competition for the position of Monitoring and Evaluation Specialist within the framework of the project “TIPSTER: Trade, Intellectual Property and Technical Regulation Support.” The M&E Specialist will oversee the development and implementation of monitoring and evaluation frameworks to assess the project's effectiveness, efficiency, and impact. This role ensures that project activities align with established goals and facilitates data-driven decision-making for continuous improvement.

Key Responsibilities

  • Design and execute systematic data collection instruments—such as surveys, interviews, and focus group discussions—that align with the project's objectives and are tailored to its key performance indicators (KPIs) and methodologies.
  • Maintain the accuracy, reliability, and confidentiality of collected data through robust data management systems.
  • Evaluate both quantitative and qualitative data to assess project outcomes against established targets.
  • Develop detailed reports to communicate findings to stakeholders, providing actionable recommendations for project improvement.
  • Verify that all monitoring and evaluation (M&E) activities adhere to ethical standards, data protection regulations, and organizational policies.
  • Perform regular checks to validate the accuracy and reliability of data.
  • Use M&E findings to guide strategic decisions, adapting project plans to enhance effectiveness and address identified challenges.
  • Assist in the preparation of interim and final project reports, ensuring they reflect accurate data and analyses.

Qualifications

  • Bachelor's degree in social sciences, international development, management, or a related field; a master's degree is preferred.
  • Proven experience in monitoring and evaluation, particularly within the development or nonprofit sector.
  • Proficiency in both quantitative and qualitative data analysis techniques.
  • Familiarity with data management and statistical analysis software.
  • Strong analytical and critical thinking abilities.
  • Excellent communication skills, both written and verbal.
  • Professional fluency in both Ukrainian and English
