NGU “FSRU" is looking for Expert - a full-time consultant in the Project team for the implementation of project and program management in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine.
Non-Governmental Union “Foundation for Support of Reforms in Ukraine” (NGU “FSRU”) with the support of British Embassy Kyiv on behalf of the Foreign and Commonwealth Office has launched the project “Expert support to Ministry of Defence and Defence Sector”.
The Project and Program Management Project Team at the Ministry of Defense of Ukraine and the Armed Forces of Ukraine is an advisory group (not civil servants) funded by the British Embassy in Ukraine and provides methodological, advisory, administrative support to the Ministry of Defense of Ukraine and the Armed Forces of Ukraine.
The project provides:
- Providing support to units of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine in the development of program documents
- Development of methodological recommendations for the implementation of program management in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine
- Analysis and submission of proposals to the regulatory framework related to the implementation of program management in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine
- Conducting training and team sessions in accordance with the approved project schedule
- Providing support to certain teams of projects and programs for the development of project documentation (Statutes, Calendar plans, reports)
- Providing support to the relevant units of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine in order to monitor and control the implementation of certain projects and programs.
Terms of employment:
The position provides for the conclusion of a long-term contract until the end of March 2022, with the possibility of extending the contract for the next period in the event of a decision to extend the project by the Ministry of Defense of Ukraine and the donor.
The amount of salary is discussed during the interview and is determined depending on the professional experience and qualifications of the candidates / approx.
For contracting, a candidate should be able to register Private Entrepreneur of the 3d group.
Basic requirements and responsibilities for the position:
1. Development of proposals and project documentation
2. Maintaining (assistance in the development and updating of calendar plans and other management documentation) a pool of identified projects, methodological support for teams
3. Participation and preparation of training and team-analytical sessions according to the approved project schedule
Expected results:
- Proposals for methodological recommendations for the implementation of program management in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine
- The developed documentation was approved by certain representatives of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine
- Conducted team analytical / training sessions in support of teams
- Current actual information on the status of certain projects is collected on a monthly basis, a risk analysis is performed
- Advisory assistance was provided to the Department for Coordination of Programs and Projects of the Department of Military Policy and Strategic Planning of the Ministry of Defense of Ukraine within the agreed timeframe.
Requirements for the candidate
• Higher Education
• Experience in implementing projects and programs - at least 4 years
• Experience in the security and defense sector (preferred)
• High level of organizational and communication skills, ability to meet deadlines
• Ability to work in a team and individually
• Excellent mastery of major Microsoft programs (including MS Project)
• Willingness to travel to different regions of Ukraine
