Cybersecurity and human capital development | Foundation for Support of Reforms in Ukraine

Cybersecurity is one of the key elements of Ukraine's national resilience in the context of full-scale war and long-term recovery. Large-scale and systematic cyberattacks, hybrid threats, data leaks, and interference in digital services directly affect the state's capacity to ensure continuity of governance, protect critical infrastructure, and maintain public trust in digital institutions. 

Areas of the Foundation's work in the field of cybersecurity

The Foundation for Support of Reforms in Ukraine actively supports the development of cybersecurity. In our work, we focus on three key areas: creating platforms for dialogue and coordination among stakeholders, developing human capital, and strengthening the capacity of institutions to counter digital threats.

An important part of the Foundation's work is to create platforms for dialogue between government agencies, experts, educational institutions, and international partners. This allows us to align visions, develop joint solutions, and ensure that Ukrainian approaches comply with European standards in the field of cybersecurity. 

Human capital development 

A priority area is supporting the development of a national approach to human capital management in the field of cybersecurity. Together with the State Service of Special Communications and Information Protection of Ukraine, we are working to ensure that the state has enough qualified specialists. Our work includes creating policies and competitive commissions, developing training programmes, identifying specialist needs, and creating a favourable environment for them to work in the public sector.

The Foundation pays particular attention to increasing the capacity of state authorities, local governments, the media, and civil society to counter digital threats. We provide analytical support, conduct training, and coordinate cooperation between various stakeholders. Our goal is to offer strategic solutions that meet the real needs of institutions operating under limited resources and constant challenges. 

Thus, the Foundation's activities are aimed at making cybersecurity an integral part of effective governance, national recovery, and public trust. Reliable digital systems, trained specialists and coordinated actions are the basis for transparent reforms and Ukraine's further integration into the European Union.
